Does either CC HTML Editor or Visual Site Designer off the ability to design/test mobile sites?

As far as I know, while not having specific ability, I see no reason why you couldn't use either of these tools to create any type of site for any platform or device. Once you know the quirks of each platform, it wouldn't be difficult to create a template for each one.

The HTML Editor would likely be your best bet since mobile devices require some specific HTML coding to load properly. You won't have the full capability to do what's needed in Visual Site Designer.

To make your site work on a mobile device flawlessly, I suggest doing a search on Google for "make website mobile friendly". You'll find literally tons of tutorials on how to do it.
