If you receive this message, it is because you have already uploaded all your changes. If you feel you have received this message in error, go to Tools > Show Folder Status. This opens a window listing the folders with saved settings. To reupload a folder, select it and click the Mark Folder for Uploading button. Make sure Start upload when finished is checked, and then click Close. The program will then reupload the specified folders.
