I think there is a misunderstanding give me a second to properly render your code.
The philosopher has not done philosophy until he has acted upon the mere conviction of his idea; for proof of the theory is in the act, not the idea.

This is the proper way to render an include. It is not PHP it is HTML.
Your index file (and every file that you have the include in for your menu) should end with .shtml
