Two forms, only one works

I've created a new form for a client based on her old form and uploaded the files for testing. The only changes were to the payment amount and an added graphic and deleting the date function. The new form was saved with a new name. When testing I get: Your form could not be submitted for the following reason(s):
•Failed to read or decode form configuration
.
The old form works fine.

The site is going to be updated and the old form archived. The new CSS has not been applied to the page yet so it's a little off visually.

Any help would be appreciated.

Try deleting all the form files and then upload the new ones.
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.

The new form is in a different directory on the site. I'll try again but I've deleted and reloaded several times already.
