Yeah that's true, but it makes the barrier a bit higher still.
I think we will be surprised about the fruits they gather with their spamming, otherwise it would be a dying matter years ago.
If from the 1 million internet users only 0.01% buy something of a value of $10.00, than I would make a cool $1,000.00 with very minimal investment. If you're from India or the Philippines than this is a lot of money.
You have always a category of people that fall for it and spend their money on often inferior products. The online crowd are too many and too diverse to get rid of spam.
Trace and prosecute is till now the best way I think. International laws are still insufficient to deal with it world-wide.
