I'd like to have my header ( a .png image ) run completely edge to edge; in print terminology a full bleed. I can see the header the way I want in VSD but when I preview or bublish the site I'm seeing margins on the left and right sides of the screen. Is there any way to work around this?

Boyd, do you mean like on this site where the blue and dark grey bands continue no matter your screen width? You can do this in VSD.
Below is a sample. Create your header and page background (the sample has a white page body and a footer area). You only need a strip of your bkgrnd, since it will be repeated horizontally. This keeps the file size smaller as well. Make a long enough strip so that you won't see it repeat vertically.
Insert this as your page background, then, under Settings, choose to allow the background to continue beyond page borders

I think I've got it where I'm happy, I used your advice but ended up integrating the header into the background as one big piece.
It seems to look okay from this end.

It's left-positioned with a lot of blank white space to the right.
If you would take the logo, title and green line off of the background pattern (save it all as a PNG file with transparency), You could use the above method to continue the pattern, no matter the screen width. I'd center the page as well
Then you could put everything back on top of the header pattern area.
