I had to go to Display. Mine was set to Medium, which is 125%. I re-set that and tinkered with the web site and I think we've got the problem solved now. Go check it out:

And it dramatically changed the view in VSD. Finally I got an accurate view and could make the corrections accordingly. Then, what went on line looked like what I was doing, and to scale, in VSD.
