Testing a site for mobile and iPhone...

I've ran across this a couple of times when testing sites for the iPhone. The built in Safari Browser may not be refreshing/reloading your page so you have to force it to. You could have it fixed but are not seeing the css updates you did.

Click on Settings
Select Safari
Scroll down to the clear history and website data link
Confirm at the prompt

That will clear the cache, on mine hitting the RELOAD circle with the arrow updated the html but didn't clear the css and I ended up not seeing any fixes. That may be happening to you so this is the best way I found to fix that problem.

Sometimes during testing I'll place a no cache meta tag in to prevent this.
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.
