Haven't had to use it in quite awhile but have always had good luck with CCs Image Mapper. I did a drawing fof the exhibit layout at a museum and they could click the exhibit and go the displaying page.

There are online image mappers as well. Such as: (built with Bootstrap Builder)
Video Tutorials - … EKA/videos
The Universe from A to Z - (built with Foundation Framer)

CC's image mapper is responsive. It doesn't look like that one is.
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.

This is a site I built for my work.(RSD)
This is a site I built for use in my job.(HTML Editor)
This is my personal site used for testing and as an easy way to share photos.(RLM imported to RSD)

I don't know if this will work, but it may be worth trying:
Make the image a background pic. Create a layer on top of it, with the hotspots as transparent containers. You would need a fair amount of absolute positioning, and also make sure that the bg-image and the top layer scale the same way. And that the hotspots don't move to another place on the bg-img when scaling.

I haven't got time to test this myself, but maybe someone else would like to have a go?
