Discrepancies between document's...

Site I am working on is clearlakeinfo.org. The entire thing is very near completion, with - for the most part - only minor changes and some small additions to be made. In the last week I've been cleaning up formatting and spacing of all the pages, and have noticed a lot of discrepancies between my previewed page and what actually ends up being shown in a browser. Random blue links when I've changed them all to be underlined and black, a few pages where the background color is applied only to some elements, spacing and size discrepancies of varying magnitude on almost every page.

And the errors showing up in, say, Google Chrome are not present in Internet Explorer - but IE displays dropdowns incorrectly.

Yes, I built it from smallest upwards; yes, I have updated the CSS files. What am I doing wrong? Or is this legitimately a failure of RSD? The fact that certain problems are registering in only certain browsers is especially frustrating.

random blue links when I've changed them all to be underlined and black,

That is usually a browser thing, that is for accessibility for viewers with eyesight difficulty.

There is a fix but I can't remember it for the life of me yet when I do I will post it.

As for the rest of it, we really need to be able to see the project file to try help with the other issues

I have found that container background colours often do not show unless a height for the container is set. This is just a general CSS matter, and not particular to RSD.
