I am looking to convert over my website from its current form using VSD
to either RSD or Foundation Framer I am not familiar with which one is the
newest and best one to do to keep up with the current standards and future
proof my site for a while the address for my website is http://www.seaygraphics.com
I am basically wanting to keep my same look but change it to the new
format.

I would go for RSD. Version 2 is based on the two grid systems Bootstrap and Foundation, and it has more features than Foundation framer. So you can both have the cake and eat it ;)

I have a very old VSD-designed site that I would like to correct and update. http://costumeversettes.org/

I managed to muddle through VSD, mostly because it was similar to MS Publisher (with which I was already familiar). The worst part about VSD was trying to get it to upload; although later my Tables of Content pages also somehow got out of alignment after an Internet Explorer revision update. My computer expertise is limited and RSD sounds really complicated.

1. Is RSD a good option for me, despite my limited skills?

2. I thought I read somewhere that you can transfer your old site into RSD in one step before you start to update it. Is that true?

RSD has a fairly steep learning curve, but once you have mastered that, the rest is quite straight forward. You don't need to code, but it is of advantage if you have some knowledge of what the code does for you.

With old VSD sites you cannot just transfer them to RSD. You need to set up your site, from scratch, but of course you can copy over text contents.

There are many people here who can help you with RSD, so if you get stuck with it, just holler! The programme is made in a way that you get your site responsive, and you may need some help with a suitable responsive navigation.

Thank you for the info, Inger.

Does RSD at least allow you to copy individual elements from VSD, e.g., colored objects/backgrounds, buttons, art objects, etc.?

RSD has a library called 'Resources'. You can easily import image files into that, and then use them on your pages. You cannot copy/paste images from VSD to RSD directly.
