Please forgive me for being a bit straight off the cuff, but you are a professional & providing a professional service, & that is what people look for when they land on pages, at the moment, your site is in real need of a makeover to make it look more professional.
Regardless of whether you use Google Ad words or other paid thingies to get higher rankings, your visitors (potential clients) are probably leaving without bothering to look deeper (which is a common occurrence for many many websites). I don't live or have ever been to your city, but I do know that ANYONE
over a certain age can become a process server (or whatever the title is), regardless of qualifications, experience accreditations etc.
So you are competing against them & their websites if they have one, you are also competing against the real professional competitors in your city & possibly further afield. Your site needs to stand out against those non-professional people, and be equal if not better than those of your professional competitors, to at least have a chance of gaining new & retaining existing clients.
I understand your concerns & need for conserving your expenses with regard to updating your site, but you should consider, that if it was just a little bit more professional looking, with the content (verbiage content) more viewable, you may start to get more & more enquiries.

I will make you some video's showing how to make some of those small changes (& really they are not big complicated changes) You can then follow along (even just getting the first page updated would be a start).

When I first started out on my own many many years ago, I had & accepted gracefully help from many many people who were in the know so to speak, I learned a great deal from them not only about work/business but also how helping others in even a small way pays (not only financially but in many other ways). I have spent the last 35 years helping people somehow whenever I could with difficulties/life problems whatever. this gives a real feeling of giving something back to the universe, & I am in a position (thanks to my mentors) where I don't really need to be paid for helping.
Please reconsider & accept a little help with updating your site (it will pay dividends in the long term)
