Viewers will not need a special plug-in to use your image map. Anyone capable of viewing images and running JavaScript on their browser will be able to view and use your image map. Only very old browsers not capable of running JavaScript may have problems, but as these browsers are rarely used anymore, you shouldn't have anything to worry about.
