It used to be that designing for 256 colors and 640x480 resolution was sufficient. Although some users on older computers still use this resolution, its range of use is declining. It's better to design your pages with a 1024x768 resolution in mind. This doesn't necessarily mean filling up the entire screen with content — many designers opt to center their content, leaving some space on either side.
