Opening html source files saved in utf-8 format

We have a number of html files that have embedded Chinese characters. (They are actually #includes to Velocity Templates) These files were saved as utf-8 when they were created and the characters appear fine and display correct Chinese characters when opened in Notepad, Wordpad, jEdit or any number of editors. However, when opened in HTML Editor (latest 12.5 full edition) they show as ? marks.

I have set the Document properties, meta tags etc., but to no avail. When previewing in a browser the same ? marks appear.

I know when I was initially faced with this issue using RAD 7 for JSPs, I needed to change the page encoding of the JSP source. Do I need to do this as well in HTML Editor? If so, I thought the Document properties would handle it.

This is a showstopper for us at this time.

So you have just a few Chinese characters on your page missed in with what other characters?:)
I found this page. Input your Chinese characters and the output is converted to unicode.
