What I need to do is stream a live video feed over the internet and the video input is a coaxial cable. If i get a TV tuner is there a way to have this source with with CoffeeCup Webcam?
Funny, it never occurred to me to try, but I just did since you asked. My tuner shows up as an input source, but I haven't yet figured out how to change the channel, so I just have snow at the moment.

Changing the channel doesn't bother me too much. What i need to do is take a feed out of a real old school video camera whose outputs are VHS and Coaxial...there is only one source of media(channel i guess) on the cable. Just out of curiosily what brand/type of tuner do you have?
Well, it might apply to your case as well. I have only one "source" as in one tuner, but the tuner has multiple source options (composite, s-video, coax) and I can't yet cycle through those either. Hopefully some other tv viewing/recording software will let me change it so Webcam can make use of it. What I'm testing with is an older Plextor PX-TV402U. It's most likely long been discontinued by now, so I wouldn't recommend hunting one down.
I'll have to test it further later if when I get the chance.

use a program like descaler then start your tv tuner , and you will be able to change the channel while streaming:) have fun
