I'm thinking a combination of CC shopping cart and paypal subscriptions. However, the new pro due out soon might be necessary.

Then use Web Form Builder to ask if member would like to subscribe to the newsletter. WFB integrates with MailChimp to keep track of your mailing list and lets members cancel if they want. Should work for you.
