Unusual Payment Issue

Hello all,

Ran a basic search on the forum but didn't find a question on point for my issue. I'm setting up a cart using the Shopping Cart Creator. I've gotten pretty much everything in place, but have encountered something I can't see a resolution for. Maybe one of y'all can help me out?

The cart is being built for a small business that has to adhere to the Texas Cottage Industry law. I'm no lawyer, but the interpretation I've gotten is that at least a part of the payment for the goods on offer has to be made in person. Cash or CC is ok, but it has to be in person. So, is there a way to take a partial payment using the cart program? I will be using PayPal to process the payments. I also have the Pro version of shopping cart if I need to use that instead.

What are my options?

I don't know of any cart program that has this ability. I guess there's a few ways to look at this. Tell the customers that they will be contacted to setup the exchange or use a penny as the leftover payment and OK the booking anyways. Can't the exchange take place when they check-in to the cottage? The user would be submitting a nonrefundable safety deposit and the rest would be paid at check in.
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.
