Big Rewrite Question

My current web site (medset@bellnet.ca) has been up for many years on an early version of HTML Editor. It works but is dated.
My question
What suggestions do you have for the best options for me to use to redesign a new Web site?
My skill level is basic, my requirements are a functioning web site for business use. Functional not too much glitz.

Responsive Layout Maker allows you to do some pretty neat stuff. There is a bit of a learning curve, but once you get the hang of it, it's not too bad. I have very basic skills, but everyone in the forums have been very helpful about offering assistance in terms that are easy to understand.

If you are planning on going Responsive I would recommend you not think on it too long. Responsive Layout Maker is on sale for $99 right now... It will go up to $149 soon. Give the trial a nice once over, and you will see that it is a program that you simply can not live without! Plus, owning RLM allows you early access to RSD before it is released to the public.

As Angie mentioned, you'll want to consider responsive design. More and more companies are issuing phones/tablets as the main point of access these days, and more consumers are accessing the net through mobile devices rather than laptops or desktops. Static sites are pretty much DOA.

If you have some basic HTML/CSS know-how, I'd say have a look at Responsive Layout Maker. It will let you get to grips with a modern responsive layout without fussing with content, graphics, etc. along the way. Then take your responsive layout into CC's HTML Editor to add your photos, text, etc. and you're done. You'll have a site that displays well on PCs, tablets and phones.

No matter the underlying code, get your message in order – Who is this site for (B2B, B2C)? Is the information relevant, obvious and easy to find for your target market? Getting your main message and content prioritized will help determine the best presentation/layout/design. ;)
