Just curious, but I have VSD 7.0 (Build 26) and recently purchased Web Form Builder (version 2.4), when I click the Open Web Firm Builder button in VSD I get a message that wants me to download web form builder, SEE ATTACHED.

Open your web site in VSD. Go to Settings on the top menu, then come down to 'Configure Left Toolbar'. There you can set the path to the MB and it will then load.
