.htaccess file

I recently used Website Insight on my new site http://www.boothkatesdesigns.com and discovered a reference to an .htaccess file that could be used for generating faster response times in loading site. Websight Insight redirected me here: http://www.coffeecup.com/help/articles/leverage-brleverage-browser-cachingowser-caching/. I looked at the information and couldn't quite understand the process. Am I supposed to create a folder in the root of the directory and place the text file within the folder, then upload through S-Drive? What am I missing here? I can't find an .htaccess file any where within the root directory now. I am using VSD and generally use the internal ftp program to upload the site. Thanks for your patience.

You can't use .htaccess on S-Drive at this time.
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.

Thanks, Eric......thought I was losing my mind. (And that is still up for conjecture)
