If you are planning on using an image as the main aspect of your webpage, the Photo Color Schemer will help you choose colors which are part of that image.  You are provided up to 10 different sampling regions which you can move around the image to select different colors.  Placing your mouse over a selected color will draw a line to the location of that color in the image.  Right-clicking on a selected color will cause it to become the Base Color in the main window of the program.

 

Randomize - Will randomly choose a number of different colors from the image.   Add to Scheme - Will add all the selected colors to your existing scheme.   Colors - A drop down menu allowing you to choose a different number of colors.
