The Eye Dropper allows you to select a color from any place on your computer screen.  Once you choose the tool, a small window will open and display the color information directly under your mouse pointer.  To choose a color, left click when your mouse pointer is above the color you want.  Some of these settings can be changed in the Options area, in the Tools menu.
